Outside of Budva, we have noticed many unused/abandoned buildings that I'd consider prime waterfront real estate, e.g. the Fjord Hotel at the very end of the bay in Kotor, though there seems to be plans for a new monstrosity. It was being touted as the "new Riviera" several years ago, and Hvar was already crowded with floating penthouses in 2004.
